"Be" in this context does not describe a feeling one endures, but a choice of trust. It is the command to maintain an attitude of gratitude and absolute trust in God, who is the unchanging source of this joy.

Father, grant us the grace to be constantly joyful, regardless of the situation.

You are our joy, and we want to express You.
